In a large mixing bowl, combine ground beef, breadcrumbs, milk, egg, ketchup, garlic powder, onion powder, salt, and black pepper. Mix thoroughly until just combined; avoid overmixing.

Transfer the mixture to a greased 9x5-inch loaf pan or form into a loaf shape on a parchment-lined baking tray. Bake uncovered for 20 minutes.

In a separate bowl, blend mashed potatoes with sour cream and butter. Season with salt and black pepper to taste. Stir until creamy and smooth.

Remove the partially baked meatloaf from the oven. Evenly spread the mashed potato mixture over the meatloaf. Sprinkle shredded cheddar cheese over the top.

Return to the oven and bake for an additional 25 minutes, or until cheese is melted and bubbly and the center of the meatloaf reaches an internal temperature of 160°F (71°C).
