Warm the water and milk to just above room temperature. Combine both with the honey in a large mixing bowl, then sprinkle the active dry yeast over the liquid. Let stand for 5 minutes, or until the yeast is foamy.

Stir in melted butter and sea salt to the yeast mixture. Gradually add 3 1/2 cups flour, mixing until a soft, slightly sticky dough forms. Add up to 1/2 cup more flour if needed.

Turn the dough out onto a lightly floured surface and knead for 8 to 10 minutes, until smooth and elastic.

Place dough in a lightly greased bowl, cover, and let rise in a warm place for about 60 minutes or until doubled in volume.

Punch down dough and divide into 12 equal pieces. Shape each piece into a smooth ball and arrange in a greased 9x13 inch baking pan.

Cover pan loosely and let rolls rise for 30 to 40 minutes, until puffy.

Preheat oven to 375°F (190°C). Bake rolls for 20 to 25 minutes, or until golden brown on top.

Brush warm rolls generously with extra melted butter and serve immediately.
