In a large skillet or pot, brown the ground beef, onion, and garlic over medium heat. Drain off any excess fat.

Add kidney beans, tomato paste, Rotel, chili powder, salt, sugar, and cumin to the browned beef mixture. Stir to combine. Lower the heat to medium-low and let the mixture simmer uncovered for 20 minutes.

Pour a bag of Fritos onto a serving dish, or distribute a portion of Fritos onto individual plates or bowls. Serve the chili over the Fritos, sprinkle with shredded cheddar cheese, and add desired toppings if preferred.
