Preheat the oven to 350°F. Lightly grease an 8×9-inch baking dish with nonstick spray or a thin layer of oil.

In a large bowl, combine cream of mushroom soup, uncooked long grain white rice, water, sliced carrots, and cooked ground beef. Stir mixture thoroughly to distribute ingredients evenly.

Transfer the mixture into the prepared baking dish and spread evenly. Place the dish in the oven and bake for 90 minutes, uncovered.

Remove the baking dish from the oven. Evenly distribute Cheddar or Colby Jack cheese over the top of the casserole, then return to the oven and bake for an additional 2-3 minutes or until the cheese is fully melted.
